Constructing West Midlands

Constructing West Midlands (CWM) is a publicly owned and managed, not-for-profit, regional framework providing public sector clients with flexible, cost-effective solutions and impartial advice for all their construction procurement needs.

Our experience of over twenty years managing public sector construction frameworks, coupled with our extensive technical experience procuring, managing and delivering construction projects in the public sector, means we are able to provide clients and their teams with invaluable, expert, personal advice and support to give projects the best chance of success.
Our framework provides access to leading regional and national contractors and offers a high degree of flexibility in call-off options, design routes and contract approaches which means that solutions can be tailored to the specific needs of our clients and their projects.
As public officers, our team are bound by the Principles of Public Life which means you can be confident that we will act in your best interests and be transparent, open, and honest at all times.

We’re delighted to be partnering with the West Midlands Growth Company at UKREiiF 2025. This will be our second year at UKREiiF and we very much look forward to catching up with clients, making new connections and sharing ideas.
We hope to see as many people as possible at our Tuesday lunchtime event in the West Midlands Pavilion where we will be sharing the successes of our recently launched CWM Future’s Network and providing information as to how this could benefit our clients going forward.
CWM has a proven track record of delivering social value, creating and sustaining employment and targeting training local to each project it delivers, and our contractor partners are committed to paying the Real Living Wage on all CWM projects.

We are an accredited and active member of the National Association of Construction Frameworks (NACF – which in turn is endorsed by the Local Government Association and Cabinet Office), satisfying all the key mandatory requirements for full membership, and we are proud to offer clients the ability to choose a framework which is genuinely by the public sector, for the public sector.
