As a company built around specialist risk expertise, Beazley found the West Midlands offered a strong platform for growth. With a thriving business environment, strengths across both traditional and new industries, and deep talent in financial services, risk and technology, the region gave Beazley the conditions to stay at the forefront of an evolving risk landscape.
The Challenge
While this shifting landscape represented a significant growth opportunity for Beazley, it also presented a series of strategic challenges.
As traditional industries accelerate the integration of new technologies, businesses face changes in governance, security, and risk – heightening the demand for multi-sectoral risk expertise to help streamline transformation.
Choosing to concentrate growth from its City of London base would have meant Beazley risked losing visibility of new partners cropping up in innovation hotspots across the rest of the country. That, combined with the booming pipeline of skilled talent based outside the capital, made it clear it was time to move.
To overcome this, Beazley’s expansion required a new strategic location that could provide operational stability and unlock the gateway to new business and talent to future-proof growth.
The Solution
The West Midlands has a thriving business community, facing increasingly complex risks. We wanted to bring our specialty expertise to help businesses in the region grow with confidence, against a backdrop of accelerating risk.
Through extensive market research, Beazley identified the West Midlands as the right location to strengthen its commercial reach and ignite its strategic growth plans. Establishing a base in the region allowed Beazley to:
- Broaden its service output: By leveraging the West Midlands’ multi-sector economy, with strengths across all eight high-growth industries identified in the UK’s Modern Industrial Strategy and 51,728 startups in 2024, Beazley expanded its client portfolio across traditional sectors such as manufacturing while capturing new business in growing areas including digital, AI and low-carbon energy.
- Build on partnerships and opportunities: Building on the success of its wholesale business at Lloyd’s of London, Beazley identified an opportunity to work more closely with domestic UK businesses. The West Midlands’ established professional services ecosystem and network of existing broker partners provided a direct route to those businesses, making the region a natural base for its next phase of growth.
- Access a nationally competitive talent market: Expanding recruitment beyond the City of London enabled Beazley to balance its national footprint, retain staff and access the West Midlands’ young, diverse talent base. The region’s ten universities are home to 222,800 students and produce more than 71,000 graduates each year, including 8,500 law students and 4,000 language students, creating a strong pipeline of specialist skills to support Beazley’s growth.
With a base in the West Midlands, Beazley aimed to scale operations with an initial 40 colleagues spread across underwriting, finance, and tech positions, utilising the region’s deep Fintech talent pool to grow, diversify, and modernise its services.
Language capabilities were particularly important at the time, as the office also supported our European operations. Our research identified Birmingham as the right location.
Regional support and partnerships have played a practical role in Beazley’s growth. Working with the West Midlands Growth Company (WMGC) helped the business identify the right location for its Birmingham base and connect with organisations across the local BPFS ecosystem.
WMGC unlocked high-quality data and insights, including workforce and sustainability inputs, to evidence the economic value of Beazley’s potential Birmingham operation at both regional and national levels.
The Impact
Since establishing its West Midlands headquarters, Beazley has confidently scaled its Birmingham operations, employing 300 people as of 2026.
With access to a broader mix of skills, Beazley has recruited regional professionals with transferable expertise across underwriting, cyber security, digital and AI-related roles, supporting the growth of its digital capabilities and helping the firm respond to changing client needs.
This has become particularly crucial in Beazley’s ability to support partners in understanding how AI is shifting the digital and cyber landscape.
Beazley requires a mix of highly specialised expertise, for example, financial services risk and compliance, alongside transferable skills in areas like technology and project management.
We have been pleased to find this breadth of capability throughout the West Midlands and are continuing to strengthen our links with local universities to support future talent pipelines.
As part of its long-term talent strategy, Beazley has developed links with Birmingham City University, welcoming Business Management undergraduates into the business to provide first-hand insight into careers in the insurance sector. The relationship also gives the company access to the university’s graduate talent pipeline and wider research and innovation expertise.
Why the West Midlands
Beazley’s growth shows how the West Midlands’ tech-enabled professional services workforce is supporting the momentum of the region’s business, professional and financial services ecosystem.
Driven by a boom in high-value services, the region has been a focal point of regeneration and transformation across established and emerging sectors.
There is a thriving business environment. Looking at the insurance sector specifically, there are very strong insurance brokers with specialist practices here in the Midlands, which is why a wide range of UK-focused insurers have chosen to locate offices here.
With over 39,000 people engaged in insurance and financial activities in the West Midlands, large firms can quickly build out strong, skilled teams to achieve success. Coupled with rising employment in the region, which grew by an average of 2.8% between 2020 and 2025 compared with the national rate of 1.8%, the scale of expertise across the region is becoming a defining competitive advantage for investors.
The Future
Supported by WMGC, Beazley continues to deepen its presence within the region. WMGC helped bring Beazley’s Around the World in 80 Years campaign to the West Midlands – a celebration of the company’s 80 years of combined insurance expertise across Europe, North America and Asia.
Trading out of Birmingham is a good example of how we are seeking to harness our global outlook with local expertise. Risks tend to be global in nature, so spotting trends early, building creative solutions, then finding the right way to engage with our partners and clients in the West Midlands is a winning combination.
Around the World in 80 Years, as a campaign, seeks to bring together a fun spirit of adventure as we take our pink double-decker bus and bowler hat-wearing taxi around the country.
Looking ahead, Beazley is well-positioned to build on its investment in the West Midlands. Through continued collaboration with industry, universities and innovation partners, the business will have access to the specialist skills, research capability and cross-sector expertise needed to support the next generation of risk and insurance services.
